26% Federal Solar Tax Credit (ITC)
From now until the end of 2022, the federal government is offering a 26% solar tax credit (ITC) for those who want to purchase and install solar panels. The ITC allows you to claim 26% of the total cost of your solar energy system, including labor and equipment, as a federal tax credit. This tax credit includes solar batteries as well. And if you don’t use all the tax credits the first year, they roll over to the next tax year.
To put this tax credit into perspective, suppose you’ve purchased a solar PV system for $18,000. You would then receive $4,680 in tax credits, which is 26% of the total cost. Now your total cost is $13,320. That’s a pretty amazing deal.
Unfortunately, this amazing solar incentive won’t last forever. After the end of 2022, the solar tax credit percentage will decrease to 22% for residential solar energy systems, and down to 10% for commercial solar. After 2023, the solar tax credit will no longer be available for residential solar energy systems.
Texas Solar Energy Rebate Programs
Texas doesn’t currently offer a statewide solar rebate program. However, many large and small utility companies extend rebate programs to their customers to promote the switch to solar. Depending on the area you live in, your local electric utility company may have a special rebate for you.
CPS Energy, for example, has a special solar panel rebate for customers. If you qualify for this rebate, you could get up to $0.60 back for each watt of your solar panels. And if you use locally manufactured modules and inverters, you can get up to $0.70 back!
Denton Municipal Electric (DME) also offers a solar rebate for Denton, Texas homeowners.
Net Metering In Texas
In Texas, homeowners with solar panels may receive credits for their extra solar power provided their utility company offers a net metering policy. Net metering allows you to receive credit towards your utility bill when your solar energy system produces more power than your home consumes. While there is no statewide policy on net metering at the moment, some local utility companies do offer net metering.

In fact, according to the Appraisal Journal, solar panels can increase your home’s value by $20 for every $1 saved in annual utility bills. For example, if your home solar energy system saves you $200 a year, you will see a $4,000 increase in your home’s value. Property Tax Exemption for Renewable Energy Systems
According to the Texas property tax code, you may exempt 100% of the appraised property value that arises from the installation of a solar energy system in your home. That means that although your home value increased from the addition of a solar panel system, you will not see an increase in your property tax bill.
For example, let’s say your property is valued and taxed at $100,000. Then you install a solar panel system that adds $15,000 to the property value. The exemption applies to the added value that arose from the solar panel system. So with the exemption, you will only be taxed on the property value of $100,000. Texas Solar Acess Rights Law
If you’re a homeowner with a homeowner’s association (HOA), you may be worried you may face some resistance from your HOA about installing a solar energy system. Thankfully, Texas lawmakers acted to protect property owner’s rights with House Bill 362. HB362 enacts a solar access rights law for Texas residents, which prohibits property owner associations from denying property owners the right to install solar panels.
This means if you wish to install a solar energy system on your property, your HOA cannot deny you that right. While they cannot deny you a solar panel system, your request to install solar panels must follow your HOA’s home improvement guidelines. The Austin Energy Multi-Family Incentive
The Austin Energy Multi-Family Program provides cash incentives to those who want to make energy efficiency improvements. Owners, developers, and property managers of apartments and multi-family properties qualify.
Rebates are available for qualified A/C systems, heat pumps, window treatments, insulation, ductwork, and lighting equipment. A free walk-through energy survey is required before a rebate application will be accepted. Rebate eligibility for each identified improvement will be determined by the on-site survey. Rebates for some measures may be prorated or not offered depending on the cost-effectiveness of each measure. Incentives are granted on a first come, first-served basis. AEP Texas North and Central Company – SMART Source Solar PV Rebate Program
American Electric Power Texas Central and American Electric Power Texas North offers a rebate to customers who want to get solar panels in Texas. This rebate is for any customer that installs photovoltaic (PV) systems on their home or other buildings. Rebates may be assigned to the customer, a service provider, or a third party.
There are three different tiers for qualifying customers of AEP Texas.
- Residential customers can receive an incentive of $0.70 per watt, up to $7,000. Only the first 10 kW of a residential solar panel system are eligible for this rebate.
Non-residential customers have tiered incentives available.
- The first tier is available to non-residential solar panel systems of 1 kW to 25 kW. Qualifying systems can receive $0.80 per watt.
- The second tier is available to non-residential solar panel systems of 25 kW to 200 kW. These systems can receive $0.25 per watt.
PV (Solar Panels) System Eligibility
Systems must be at least 1 kilowatt (kW)-DC in size to qualify for the rebate. The exception is if the system is used for educational purposes by a school. Systems may not be sized to produce energy in excess of that required to meet annual on-site energy consumption. Each customer and point of service are eligible to participate in the program multiple times. However, they are subject to other program limitations (e.g., maximum per customer and per project incentive limits).
- The solar panel system must be new.
- It must be connected to the grid on the customer side of the meter.
- It must meet minimum estimated performance requirements (80% of optimum).
- The solar panel system must meet all applicable code and utility interconnection requirements.
Eligible systems must be covered by an all-inclusive warranty for at least 10 years from the date of installation. PV modules must be new and listed as Incentive Eligible Photovoltaic Modules in Compliance with SB1 Guidelines, and inverters must be new and certified to UL 1741. All installations must be performed service providers who meet program eligibility requirements. AC disconnect switches and revenue-grade solar meters (provided by the service provider) are required. Installations may be subject to a variety of inspection and performance monitoring requirements in the short- and long-term.
Commercial Solar Performance-Based Incentives (PBI)
Commercial customers who install a solar PV system receive a PBI as a credit on their monthly bills. The PBI rate is determined using a three-tiered incentive structure. Small commercial (includes most non-profit installations), medium commercial, and large commercial. Applications are considered on a first come, first-served basis. Austin Energy makes no financial commitment to applicants until a signed Letter of Intent (LOI) is issued.
